Managing Authority
The Directorate General Growth, Ministry of Finance is the National Authority for the planning, management and utilization of resources distributed in Cyprus from the Cohesion Policy Funds, as well as the Managing Authority for the Cohesion Policy Programme “THALIA 2021-2027”, with overall responsibility for its management and implementation.

Certifying Authority
The Directorate of Financial Control of European Funds, Treasury of the Republic of Cyprus is the Certifying Authority which has the responsibility of the accounting function, the certification of expenditure to the European Commission and the correct flow of the financial resources from the EU Cohesion Policy Funds.

Internal Audit Service
The Internal Audit Service is the Audit Authority which carries out systematic audits to verify the proper functioning of the Management and Control System, as well as sample checks at a co-funded level. Moreover, is also an independent auditing body for the required compliance checks of the authorities/bodies who will be involved in management and control matters of the Programme.
