Mid-term Review of the “THALIA 2021–2027” Programme

The procedure of the mid-term review of the Cohesion Policy Programmes is established within the framework of the Common Provisions Regulation (CPR) 2021/1060, and in particular Article 18, to ensure optimal and coherent use of European resources. This procedure will determine the final allocation of the flexibility amount which corresponds to 50% of the contribution for the years 2026 and 2027 for each Programme.

To this end, Member States were required to submit to the European Commission by 31/03/2025 their mid-term review report for the 2021–2027 Programmes that are supported by the ERDF (excluding Interreg Programmes), the ESF+, the Cohesion Fund and the JTF, as well as a proposal for the final allocation of the flexibility amount under the Programmes, as provided in Article 86(1), second subparagraph, of the CPR.

This Report concerns the Mid-term Review of the “THALIA 2021–2027” Programme and has been prepared taking into account the elements required under Article 18(1) of the CPR.

The Directorate General Growth – the Managing Authority of the “THALIA 2021–2027” Programme – conducted a tender process to assigning the preparation of the Mid-term Review to specialised experts. The relevant Contract, valued at €50.000 plus VAT, was signed on 15/05/2024 with EEO GROUP and was completed in March 2025.
