Short Description/Objective

According to the Waste Regulations of 2022 (Municipal Waste Management by Local Authorities) , Local Authorities (LAs) will have to implement until 31/12/2023 a six-year Local Action Plan for waste generation prevention and waste management within their administrative boundaries. This Local Action Plan includes the “Pay-As-You-Throw (PAYT)” Project.

Through this Project, it is pursued the sorting at the source, the separated collection, reuse, recycle and reduction of the waste that is intended for landfill. The Project will be implemented by clusters of LAs, which through the programme will be economically enhanced in order to prepare a 6-year Local Waste Management Plan (2024-2029), sustainability researches, supply and installation of the proper infrastructure for establishing the sorting at the source and separated collection, implementation of pricing policy with a prepaid bag for mixed waste management and for the enhancement of the monitoring mechanism for the implementation and operation of the programme (education and training of LAs employees).

In addition, through the Project, a planning will be made for dealing with the access to an online information system for the registration of evidence and data and the evaluation of the programme, as well as the planning and implementation of a pan-Cypriot and local campaign for information and awareness of the wider local citizenship.

Progress/Implementation Stage

The Department of Environment prepared a Guide for the LAs which includes a summarized description of the Project,  its purpose, the implementation period, the funding procedure, the responsibilities of the beneficiary, the eligible cost of the economic support, the amount of each eligible cost, as well as the  conditions of participation.

On 04/10/2022, according to the results of the tender ΤΠ8/2021, a list with the names of 12 researchers was published, from which the LAs could choose the researcher (through a mini tender) for the preparation of feasibility studies. The implementation period of the feasibility studies concerns a 6-month period from the sign of the relevant Contract of LA with the corresponding consultants.

In December 2023, the Department of the Environment prepared 2 Circulars with guidelines for LAs and consultants, as follows:

Circular No. 1: Announcement – evaluation – signing of tenders

Circular No. 2: Initiation Report – Feasibility Study.

Until March 2024, the Department of Environment received and examined 43 Expressions of Interest from Clusters of LAs, for participating and implementing the “Pay-As-You-Throw” Project. From these 43 Expressions of Interest, 14 Municipalities and 29 Communities have launched a mini tender for the purchase of services for the preparation of a “Project Feasibility Documentation Study”.

Based on the needs that will arise after the completion of all feasibility studies per LA, relevant tenders and Framework Agreements will be declared from the Department of Environment for the purchase of the needed equipment for the LAs (i.e, bins, composters, skips, waste collection vehicles, organic waste collection vehicles, shredders, biodegradable bags for the organics, etc).

In order to inform and guide LAs about the basic provisions of the “Pay-As-You-Throw” Project, the Department of Environment, in collaboration with the Union of Cyprus Communities and the Development Companies, carried out, until March 2024, a number of visits to Municipalities and Community Complexes (Poli Chrysochous, Municipality of Akamas, Pissouri, Ormidia, Pyla, Kallepia, Koili, Kato Pyrgos, Anafotia, Dromolaxia-Meneou, Zygi, Agia Napa, Pareklisia, Pano Platres, Chloraka, Goudi, Yiolou, Strovolos).

The Department of Environment also announced a tender for the provision of services by advertising agencies for the organization of information campaigns, in the framework of the Programme. The estimated budget of the tender is €240.000 plus VAT. On 20/12/2023 the relevant Contract was signed by the successful Contractor and the Contract is expected to be completed before 31/12/2026. 

Expected Benefits/Outcomes

The expected results are the following:

  • Contribution to the increase of the percentages of recycling and waste recovery
  • Contribution to the reduction of the percentage of the waste that ends in landfill sites
  • Reduction of greenhouse gas emissions by the reduction of the landfill sites
  • Design of sorting at the source and separated collection systems for the following waste: paper/paperboard, glass, plastic, metal, organic/biological waste (food, kitchen and garden waste and similar waste)
  • Setting local quantified targets for separated collection
  • Design for the disposal and processing of the organic/biological waste
  • Establishment of sorting at the source and separated collection and in other flows of Municipal Waste aiming at further preparation for the reuse and recycle (i.e., clothing, furniture, bulky waste, plastic, domestic hazardous, etc).
  • Upgrading the infrastructure of LAs in sorting equipment at the source and separated collection, where necessary
  • Pricing policy through the implementation of “Pay-As–You-Throw” with a prepaid bag
  • Adoption of actions for raising awareness of the local community in topics deal with prevention, reuse, recycle and training for sorting at the source, aiming at the maximum information, awareness and participation of the citizen.
  • Spreading of environmental information concerning the separated collection, process, reuse and disposal of Municipal Waste of different flows of waste.
