Consultation

The Directorate General Growth, as the National Planning Authority and the Managing Authority for the Cohesion Policy Funds, has the whole responsibility for the coordination of the necessary actions for the preparation of the Programming Documents (Partnership Agreement and Cohesion Policy Programme “THALIA 2021-2027”) and their submission to the European Commission.

The content of the programming documents were formed after a broad consultation among all the involved bodies in accordance with the principles of partnership and those of the multi-level governance, in accordance with the Article 8 of the Common Provisions Regulation and the authorised regulation 240/2014 with regard to the European code of conduct on partnership in the context of the European Structural and Investment Funds. 

Partners

The consultation procedure for the preparation of the Programming Documents includes the following partner categories:

  • Public Sector Authorities (Ministries/Deputy Ministries/Services/Departments),
  • Volunteer Commissioners and Non-Governmental Organizations, Equality, Administration and Human Rights, Environment, Development of Mountain Areas,
  • Authorities of the wider Public Sector (Semi-Government Organisations, Local Authorities),
  • Representatives of higher education institutions, education and training services and other research organisations,
  • Economic and Social Partners (business associations, associations of employers, employees, business representatives’ domains, organisations of social partners, etc.)
  • Civil society representatives (environmental organisations, non-governmental organisations, bodies for gender equality and the elimination of discrimination, bodies for promoting social integration, disability organisations, etc.)

The selection of partners was based on the current institutional framework. The composition of the Monitoring Committees of the Operational Programmes of the period 2021-2020 was taken as a basis, which was enriched with additional bodies which were either created at a later stage due to new institutional arrangements or they were added due to their sectoral relations in individual sectors and/or horizontal  issues falling within the policy sphere of the new Cohesion Policy Funds Regulations. In terms of the local authorities, the Unions of Municipalities and Communities participate in the consultation procedure which represent the local Authorities, as well as all the provincial/ local development companies. It is stated that the consultation partners for the Partnership Agreement and the Programme “THALIA 2021-2027” are the same, with the exception that in the Partnership Agreement consultation, additionally partners related to the European Maritime, Fisheries and Aquaculture Fund (EMFAF) are included. 

Consultation Procedure and Stages

The consultation procedure officially began in the second semester of 2019.The presentation of the new institutional framework of the Cohesion Policy Funds was preceded by European Commission representatives (April 2019), with the participation of representatives from the public and wider public sector, local authorities and economic and social partners. Simultaneously, the competent public authorities were informed and participated with their contribution to define national positions, in the framework of the discussions of the Regulatory Framework of the new Cohesion Policy 2021-2027 in the various European Institutions (Council, European Parliament).

Wider Consultation with the Ministries/ Deputies and call of proposals to the DG Growth.

In August 2019, a Programming Circular was sent to all Ministries/Deputy Ministries, with which they were informed about the main provisions of the Regulatory Framework related to the Planning procedure, the Policy Objectives and the Special Objectives.  Along with the Programming Circular, it has been asked from the Ministries/Deputy Ministries to submit their proposals for the strategic directions in the sector of their responsibilities, as well as to submit their suggestions for project proposals that are planned to be implemented during the Programming Period 2021-2027. It is understood that, for the determination of the strategy of each Ministry/Deputy Ministry, wider consultations/communication with the involved bodies/partners of each sector were preceded. Especially, it is stated that, in the framework of the wider consultation, project proposals related to the enhancement of the managerial skill of the social partners were submitted, which were included to the planning of the programming documents.

Wider Consultation with all the involved bodies and the European Commission on the base of the “Investment Planning” document.

Following the proposals submitted by the Ministries/Deputy Ministries, the Directorate General Growth continued with the preparation of the “Investment Planning 2021-2027” document.  This document formed the outline in which the strategic objectives and the investment priorities are recorded in the framework of which the resources will be utilised by the Cohesion Policy and Common Fisheries Funds. The said document which was approved by the Minister of Finance was set in a wider consultation with all the partners, including the competent Services of the European Commission. The consultation began in July, 30th and completed in September 2020. At the same time, the document was published on the website of European Structural and Investment Funds for public information and submission of comments/ suggestions.

Consultation on the draft of the Programming Documents with the European Commission and all the involved bodies.

Following the results of the wider consultation of the Investment Planning, the Directorate Genaral Growth proceeded with the preparation of the Drafts of the Programming Documents (Partnership Agreement and Programme). Taking into consideration all the parameters for the planning of the programming documents and the fact that the Directorate General Growth is the National Planning Authority and the Managing Authority of the  Cohesion Policy Programmes, it was decided, after the approval of the Minister of Finance, the preparation of a multi-fund Programme which will include all the Thematic Objectives. The Partnership Agreement was submitted along with the Programme, as stated in the relevant Regulations. The said drafts were sent unofficially to the European Commission on   January 19, 2021 where the substantive procedure of the unofficial dialogue/ consultation began.

Following the comments received by the European Commission based on the drafts of the Programming Documents, a new phase of consultation began with all the involved bodies (Ministries/Deputy Ministries, Departments/Services/Organisations). At the same time a dialogue took place with the European Commission for discussing its positions related to the Programming Documents where the relevant competent Authorities participated. Following the discussions, the revised draft for the Programming Documents (September 2011) was prepared and sent unofficially for comments to the European Commission.

Council of Ministries Approval

In continuation to the official submission to the European Commission, the Programming Documents submitted for approval to the Council of Ministries. The Council of Ministries approved the drafts of the Programming Documents on July 06, 2022 (Decision Number 93.338).

European Commission Approval

Upon the completion of all the discussions with the EU and the agreement for the documents, the Programming Documents approved officially by the European Commission on July 08, 2022, and its implementation officially started.

During the Planning period, there was a really close communication and collaboration with all the competent Ministries/Deputy Ministries/Local Authorities, as well as with a number of partners according to the issues arose, aiming at sharing ideas and the optimal choice of actions.

It is stated that the COVID-19 pandemic and the enforcement of health and safety measures for the prevention of spreading the disease, did not allow conducting neither information days nor a big number of bilateral meetings, as it was initially planned. However, alternative methods were applied, such as  written communication, submission of written comments and teleconferences.  The Directorate General Growth took all the necessary measures for full compliance with the principles of partnership, transparency and multi-level governance at all stages of the planning procedure.
