Evaluation

In accordance with the provisions of Article 44(1) of the Common Provisions Regulation (ΕU) 2021/1060 (CPR), the Member State or the Managing Authority carries out evaluations with the aim of improving the quality of the planning and implementation of the Programme, in relation to one or more of the following criteria:

  • effectiveness,
  • efficiency,
  • relevance,
  • cohesion and
  • union added value.

Evaluations may also cover other relevant criteria, such as inclusiveness, non-discriminatory treatment and visibility.
For the purpose of scheduling evaluations, each Member State or the Managing Authority prepares, in accordance with the Article 44(5) of the same Regulation, an Evaluation Plan for the Programme. The Evaluation Plan is a strategic document of the Programme which defines its strategy evaluation and includes information on the planned evaluations, the time and type of evaluation, the methodological approach, the needs and availability of data, the required resources, as well as the responsibilities of the involved bodies in the planning, implementation and exploitation of the evaluations and their results. At the same time, it ensures the smooth implementation of the evaluation work required in the context of the implementation of the Programme, enhancing the transparency and dissemination of its results to all stakeholders and decision-makers.
